Abstract
States frequently interact with cities and counties around a myriad of issues to address policy problems. Within these interactions, states will either partner with or regulate local governments in their activities. As partners, states can work alongside local governments to enhance their service delivery. As regulators, they can limit the autonomy of local governments in their choices regarding local issues. Regardless of the nature of the interaction, state-local relationships often develop around the availability and provision of funding. Here, states will provide, dictate or control monies that local governments use to implement policies. State-local relationships that evolve around monetary or financial resources are referred to as having state involvement in local fiscal affairs. In other instances, states will interact with local governments by-way of laws or policy actions. In these situations, states will establish policies, rules or laws (mandates) that dictate how local governments operate or behave. State-local relations that evolve around policy actions generally involves state-initiated laws being executed and enforced by local governments.
